(a)                There will be an objective type question paper with multiple choice of answers and of two hours duration. Maximum marks will be 100.

SPECIAL CLASS RAILWAY APPRENTICES’ EXAMINATION, 2015
The Union Public Service Commission will be conducting the Special Class Railway Apprentices’ Examination, 2015 on 18.01.2015 at various centres all over India as per notification. The e-Admit Cards have been made available on the Commission’s website http://www.upsc.gov.in. Candidates are advised to download and check their e-admit cards carefully and bring discrepancy, if any, to the notice of the Commission immediately. Rejection letters citing the ground(s) for rejection have been issued through e-mails and also put on the Union Public Service Commission’s website http://www.upsc.gov.in. In case any difficulty is faced by the candidates in downloading their e-admit cards, they may contact the UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 on any working day between 10.00 AM and 5.00 PM. The candidates can also send Fax message on Fax No. 011-23387310. No Admit Card will be sent by post.
In case the photograph is not printed clear on the e-admit cards, candidates are advised to carry three (3) photographs (one identical photograph for each session) along with proof of identity such as Identity Card or Voter Identity Card or Passport or Driving License and printout of e-admit card at the venue of the Examination.

The Department of Personnel and Training, on 13.02.2014, constituted an Expert Group under the Chairmanship of Shri I.M.G. Khan, former Member of Union Public Service Commission to review the existing examination system of the Staff Selection Commission (SSC).
2. The Expert Group submitted its report. Recommendations inter-alia include improvement in the examination system especially making the examination system on-line.
3. Staff Selection Commission (SSC) conducted a national level workshop on 05.12.2014 to deliberate on the recommendations given by the Expert Group. Working Groups made recommendations on the following:
i. National Screening Test & Technology related issues
ii. Awareness campaign
iii. Issues relating to Central Armed Force (CAPFs) Group
The recommendations made by the Working Groups are at Annexure .
4. Comments are invited on the recommendations contained in Annexure within 10 days. Comments may be sent to iavanthicanic.in or to Director, Establishment-II, Department of Personnel & Training, Room. No. 278-C, North Block, New Delhi.

REPORT OF THE WORKING GROUPS CONSTITUTED IN THE NATIONAL WORKSHOP ON THE RECOMMENDATIONS OF THE EXPERT GROUP SET UP TO REVIEW THE EXAMINATION SYSTEM OF STAFF SELECTION COMMISSION HELD ON 05.12.2014.

Secretary (Personnel) invited the stakeholder to go through the report and give long-term and short-term suggestions so that the implementation can start taking place early. The suggestions will be uploaded on the website. After an open house discussion on the recommendations made in the report of the Expert Group, three working groups on the following subjects were formed:
(i) Issues relating to Central Armed Police Forces (CAPF)
(ii) Awareness Campaign
(iii) National Screening Test (NST) & Technology.
The recommendations of the working Groups are as follows:

(i) Working Group on CAPF Group:

The Working Group on CAPF recommended the following:
They agreed with the recommendation of the Expert Group that SSC should not conduct examination for posts for which academic qualification requirement is less than 10+2 standard. CAPFs can conduct recruitment of Constable (GD) on their own if approved by MHA. In case MHA does not agree with the suggestion of the Expert Group, CAPFs recommend recruitment of 60% of the total vacancies (approximate normal areas in the districts which are neither border areas not naxalite/militancy affected areas) done by SSC on online exam basis. Recruitment regarding the rest of the vacancies (20% Border district and 20% LWE district vacancies) may be done by CAPF on application basis (offline) failing which by rally system.
The group also recommended that a nodal CAPF Recruitment Board may be set up headed by an Addl. DG
rank officer to deal with such recruitment. 
Reserve List may be maintained, if legally permissible and clear instructions may be issued by DOPT so that SSC as well as CAPF are clear about it and vacancies arising on account of people not joining or exercising an option lower than their merit can be filled up promptly.
Going by the large number of Court Cases being filed with regard to recruitment, CAPFs recommend that SSC categorises all Court Cases relating to CAPFs recruitment and shares this information with CAPFs so that they can take corrective action towards rectifying grey areas through clear instructions, SOPs and advertisements.
The group brought out difficulties being faced by delays in the recruitment process and requested that the above suggestions can be taken into account from the next examination cycle. The present cycle of recruitment has been delayed by 8 months already and is likely to get further delayed. The present process of recruitment may be expedited on priority by SSC.
Sub-Inspector Recruitment may continue to be done by SSC and may be done online now onwards. Duplication could be avoided by checks in software and mandatory entry in application form with respect to the matriculation certificate number and preferably Aadhar Card number.
The group also suggested that investment should be made in the use of technology to increase transparency and minimise human intervention instead of spending on facing court cases. The recruitment system may, inter alia, include the following:
1. Biometrics at every stage
2. Digital height weight chest measurement with webcam display.
3. RFID chip timing technology for PET.
4. Bar coded pure carbonless OMR in triplicate with two parts scanned separately to ensure secrecy of identity.
5. CCTV recording of all events.
6. Mobile jammers.
7. Online validation of data.
8. Online data received during application – database created and shared for use by CAPF during scrutiny/
PST/PET/Medical/Remedical with permission to update data based on verification of documents. Log should be maintained of edits done.
9. Uploading of marks, result, question papers, scanned answer papers – Part A and B, answer keys.

(ii) Working Group on Awareness campaign

The group on awareness campaign suggested the following measures to enhance awareness.
Exam Schedules should be notified well in advance for the entire year and should be given wide publicity.
Advertisement about SSC in leading/local Newspapers, say in full page [Print Media lone month before the major exams.
Short Advertisement about forthcoming major recruitments indicating gross emoluments, place of posting, promotional avenue, specific vacancies in leading/ local Newspapers
Publicity through All India Radio/ Doordarshan/FM Channels/ Scrolls in Private Channels about recruitments, fairness etc. by means of participation in talks, interviews and by advertisements.
Putting Hoardings about SSC wherever feasible
Workshops on Career Counselling in Universities/ Colleges/ Schools and participation in placement drives of
universities for awareness
Distribution of pamphlets, posters to candidates through colleges/ schools;
Availability of Standardized Application Form through Post Offices
Participation in Exhibitions/ Education Fairs (stalls/kiosks)
Publicity in Social Media like Facebook, Twitter etc.
Zonal recruitment for certain Examinations e.g. CHSL etc.
User Departments to be advised to post candidates as per option to the extent feasible
Organising roadshows at regular intervals.

(iii) Working Group on National Screening Test & Technology

The group on National Screening Test & Technology made the following recommendations:
1. On-line registration – Should be made compulsory everywhere in all areas except North East where the ICT infrastructure is not extensively available. So, an additional one year may be given to NE Region before going completely on-line. This may be in line with UPSC’s action taken some years ago on this issue.
1.1. This registration should be one time for life and can be updatable such as educational qualification, experience, etc. with valid credentials (Basic details, e.g. name, DOB, Aadhaar number, etc. would not be
updatable).
1.2. Application would be web based and mobile app will enable candidates to apply using mobile devices also.
2. Registration for specific exam including payment of fees Recommended
3. The expert group said that National Screening test may not be feasible; however it should be debated more before accepting this opinion.
4. Online Exam
4.1. It should be done
4.2. The assessment of infrastructure should be made and needs upgradation as expeditiously as possible.
4.3. Whether private agencies, universities, Engineering colleges, etc. can be used for setting-up of physical
exam infrastructure.
4.4. Control over the examination technology environment such as data centres, servers, work stations should be of SSC / government.
4.5. On-line exams should be introduced without any further delay.
4.6. The capability of supervision of examinations should be enhanced.
4.7. Issues (Question Bank):
4.7.1. Recommendations of the expert committees agreed.
4.7.2. Digitized and increased numbers of questions by conducting more workshops on question banks. This
activity should be taken on priority.
4.7.3. Digitised format will enable experts to update periodically
4.7 4. Control of SSC on the question paper and relative difficulty level
4.7.5. Graded difficulty for candidates
4.7.6. Jumbled questions and answers to be generated
4.7.7. Randomization of question papers before sending to each exam centre
4.8. Marking Scheme
4.8.1. Negative marking mandatory – accepted
4.8.2. Normalization of score should be done, however the legal dimensions should be taken care of by
ensuring that the entire cycle of examinations mimic a single exam.

Dr.A. Surya Prakash has been appointed as Chairman, Prasar Bharti Board for a full term of 3 years, on the recommendation of the three member committee headed by the Hon’ble Vice President, and consisting of Chairman, Press Council of India and the President’s nominee i.e. Secretary, Information and Broadcasting. 
Dr.A.Surya Prakash has vast experience of both TV and print media. He has held key positions in several print and electronic media organizations. He was Editor, Zee News, a 24-hour TV News Channel; Executive Editor, The Pioneer; India Editor, Asia Times, a business and political daily published from Bangkok and Singapore; Political Editor, Eenadu Group of Newspapers; and Chief of Bureau, Indian Express, New Delhi. He is also known for his well-researched interventions on national political issues. He is the Founder-Director of the Film and Media School at the Institute of Integrated Learning in Management, New Delhi and Founder-Director of the Pioneer Media School. He is currently Consulting Editor of the Pioneer and a Distinguished Fellow at the Vivekananda International Foundation, a New Delhi based Think-Tank.

ओमान सलतनत के वाणिज्य मंत्री ने राष्ट्रपति से मुलाकात की 

ओमान सलतनत के वाणिज्य और उद्योग मंत्री महामहिम डॉ. अली बिन मसौद अल सुनैदी ने कल (अक्टूबर 27, 2014) को राष्ट्रपति भवन में राष्ट्रपति श्री प्रणब मुखर्जी से मुलाकात की। 
इस अवसर पर राष्ट्रपति ने कहा कि ओमान का साथ भारत के संबंध ऐतिहासिक तथा सभ्यता संपर्को की मजबूत बुनियाद पर बना है। हाल के समय में दोनों देशों के संबंधों में आई मजबूती के संदर्भ में भारत ओमान के साथ रणनीतिक साझेदारी की सहराना करता है। भारत और ओमान के बीच द्विपक्षीय व्यापार संबंध 2012-13 के 4.6 बिलियन डॉलर की तुलना में 2013-14 में 5.77 बिलियन डॉलर बढा है। लेकिन क्षमता की दृष्टि से व्यापार अभी भी कम है और दोनों पक्षों को इसे द्विपक्षीय संबंधों की प्रगाढ़ता के उंचे स्तर तक ले जाने की जरूरत हैं। राष्ट्रपति ने कहा कि भारत को इस बात की खुशी है कि चार वर्षो के अंतराल के बाद भारत ओमान संयुक्त आयोग की बैठक हो रही है। उन्होंने विश्वास व्यक्त किया कि संयुक्त आयोग की सातवीं बैठक में लाभकारी विचार-विमर्श होगा और इससे भारत तथा ओमान के बीच आर्थिक और व्यापार संबंधों को मजबूत बनाने में मदद मिलेगी। 
“मेक इन इंडिया” अभियान की चर्चा करते हुए राष्ट्रपति ने ओमान की सार्वजनिक और निजी क्षेत्रों की कम्पनियों को भारतीय आधारभूत संरचना तथा अन्य क्षेत्रों में निवेश का निमंत्रण दिया। राष्ट्रपति ने पाईरेसी विरोधी कार्रवाइयों में समर्थन के लिए ओमान के प्रति आभार व्यक्त किया और कहा कि भारत महामहिम ओमान के सुलतान की भारत यात्रा के प्रति आशान्वित है। 
ओमान के वाणिज्य और उद्योग मंत्री डॉ. सुनैदी ने कहा कि भारत जैसी मित्र ने ओमान की अर्थव्यस्था को ईंधन दिया है और उसके विकास में सहायता की है। उन्होंने ओमान की अर्थव्यस्था में योगदान करने वाले भारतीय समुदाय और भारतीय पेशेवर लोगों के प्रति सम्मान व्यक्त किया। उन्होंने कहा कि युवाओं की दिलचस्पी को ध्यान में रखते हुए दोनों देशों को फिर से जुड़ने की आवश्यकता है।

Indian Railways Successfully implemented Wi-Fi facility in Bangalore City Railway Station

Bangalore Railway Station Becomes the First Station in the Country to Have Wifi Facility 

The Indian Railways has successfully implemented Wi-Fi facility in Bangalore City Railway station for providing high speed internet to the passengers. “RailWire” – the retail Broadband distribution model of RailTel Corporation of India Ltd, a PSU of the Ministry of Railways, is the powering engine for distributing internet bandwidth through WiFi. The facility at Bangalore is taken up as a pilot project. The Minister of Railways Shri D.V.Sadananda Gowda recently inaugurated the facility and dedicated the service for passengers. This service will be great help for the commuters at Bangalore City Railway station to stay connected and surf internet on the go. With the implementation of this service, Bangalore railway station becomes the first station in the country to have WiFi facility for passengers. 
RailTel has been mandated by Railways to provide Wi-Fi facility at A1 & A category stations and Bangalore is the first such stations being taken up this facility by RailTel as a pilot. The facility has been created by RailTel with a Gigabit Ethernet network using Optic Fibre in a ring. 17 such GE switches deliver to 46 Nos of Wireless Access Points (AP), which are commissioned strategically at all 10 Platforms including concourse area. OFC cable has been laid in all the platforms at Bangalore City Station, including FOB & Subway. 
Wi-Fi facility shall be available to the passengers on their Mobile Phones free of charges initially for a period of 30 minutes. For usage beyond 30 minutes, the user may purchase scratch cards, which will be made available at the WiFi Help Desk. These are priced at Rs.25 for 30 minutes and Rs.35 for 1 Hour and are valid through 24 hours.Additional browsing time can also be purchased on-line using Credit/Debit cards. 
RailTel Corporation a “Mini Ratna (Category-I)” PSU is the largest neutral telecom services providers in the country owning a Pan-India optic fiber network covering all important towns & cities of the country and several rural areas covering 70% of India’s population. Jual Oram Launches Vanbandhu Kalyan Yojana Meeting of the Tribal Welfare Ministers of States/UTs held 

Centre has launched Vanbandhu Kalyan Yojana (VKY) for welfare of Tribals. Launching the scheme on the occasion of the meeting of the Tribal Welfare Ministers of States/UTs here today the Union Tribal Welfare Minister Shri Jual Oram said that the scheme been launched on pilot basis in one block each of the States of AP, MP, HP, Telangana, Orissa, Jharkhand, Chattisgarh, Rajasthan, Maharashtra and Gujarat. Under the scheme centre will provide Rs. 10 crore for each block for the development of various facilities for the Tribals. These blocks have been selected on the recommendations of the concerned States and have very low literacy rate. Speaking on the occasion Shri Oram said this scheme mainly focuses on bridging infrastructural gaps and gap in human development indices between Schedule tribes and other social groups. He said VKY also envisages to focus on convergence of different schemes of development of Central Ministries/Departments and State Governments with outcome oriented approach. Initially the blocks having at least 33% of tribal population in comparison to total population of the block will be targeted. 
Shri Oram informed the meeting that his Ministry has taken up initiatives for strengthening of existing institutions meant for delivery of goods and services to tribal people i.e Integrated Tribal Development Agencies /Integrated Development Project and creation of new ones wherever necessary. He said that specific funds allocated to the State Governments for this purpose should be utilized judiciously with a view to build the institutional mechanism more robust by way of strengthening these institutions. 
Referring to the situation where Minor Forest Produce (MFP) is more often than not determined by the traders instead of self sustained process of demand and supply. The Minister said his Ministry has taken note of the situation and has implemented a scheme to ensure that such forest dwellers are not deprived of their due. Under the scheme maximum selling price for MFP is being implemented in schedule V States initially. He said a web based portal has also been developed which indicate current price of MFPs on real time basis across different mandis of the States. 12 MFP products have been included in the programme namely (i) Tendu Leave (ii) Bamboo (iii) Mahuwa Seeds (iv) Sal Leaf (v) Sal Seed (vi) Lac (vii) Chironjee (viii) Wild Honey (ix) Myrobalan (x) Tamarind (xi) Gums (Gum Karaya) and (xii) Karanji. The Minister also referred to the Forests Rights Act as a landmark legislation to recognize the pre-existing rights of tribals and other traditional forest dwellers and informed that out of 37.69 Lakh claims filed by the intended beneficiaries about 14.57 Lakh individual rights title and more than 22,200 community forest rights titles have been distributed as on June 2014. 
The Union Tribal Affairs Minister Shri Oram informed the meeting that in-principle approval for recognizing the Vishva Bharati, Shanti Niketan as the other centre of excellence in the filed of Tribal language and literature has been given. He said another proposal to establish a National Research Centre in the Tribal Research Institute, Bhubansehwar to promote research activities on subjects/issues for socio-economic development and culture of States has also been approved by his Ministry. 
Earlier addressing the meeting Union Minister of State for Tribal Affairs Shri Mansukhbai Dhanjibha Vasava said one of the priorities of his Ministry is to focus on skill development and employment generation initiatives for sustainable livelihood for tribal people. He said that in order to facilitate infrastructure for provision of quality education to the tribals, the Ministry has sanctioned about 184 Eklavya Modal Residential Schools. The Minister said these schools are intended to be equipped with requisite infrastructure and conducive environment for ensuring delivery of quality education among the tribals. Holding of this consultation is part of the process of sensitizing the State Government towards the bigger goal of tribal development at par with mainstream fellow population of the country, the Minister added. 
Ministers for Tribal Affairs/Welfare from States/UTs are attending the day long consultation.
